When bad things happen to people is it Karmic or is it based on the present energy they give off? For example, if a woman was attacked while walking down a street on the way home, was it something about her presence that attracted the attacker or a result of a past negative action that brought this terrible incident upon her?

How does one console or help someone who has been through this type of ordeal if they are not physically present or near the person who was attacked? Is there a prayer that can be said for them? If so, does/would it have any affect/impact on the person?

Not all things are Karma, although a lot of it is. The best consolation is compassion and love, which does not need to come through a specific prayer, although you can utilize many for that purpose. You can pray the "Our Father" and "Hail Mary" while sending your compassion to that afflicted person.

Joyful in hope, suffering in tribulation, be thou constant in thy prayer.

Benedictis, qui venit in nomine Domini. Osanna in excelsis.

"Blessed is he who comes in the name of the Lord. Hosanna in the highest!"
